The predecessor of current School of Public Administration at Jilin University－ the Department of Political Science－was founded in 1983, which was the first department of political science after the restoration of this discipline among Chinese universities. The founders include Huiyan Wang, the famous political scientist in China and one of the first batch of senior professors in Humanities and Social Sciences at Jilin University, Ruojun Du and Riyao Zhu, both are former vice presidents of Chinese Association of Political Science. In December 1993, with the permission of the former National Education Committee, College of Public administration was established on the basis of the Department of Political Science. The first College Dean is Professor Guanghui Zhou, the Yangtze River Scholar Distinguished Professor entitled by Ministry of Education and the Vice President of Chinese Association of Political Science. The current College Dean is Professor Xianming Zhang, who is also the Yangtze River Scholar Distinguished Professor entitled by Ministry of Education and the national winner of “the New Century Million Talents Project”. After more than 30 years, School of Public Administration made significant progress and gained excellentreputation in the academic community and the whole society. Comprehensive Discipline System In School of Public Administration there are two postdoctoral programs, including two major disciplines—Political Science and Public Administration and two doctoral programs of first-level disciplines—Political Science and Public Administration. The School of Public Administration offers six doctoral programs in Political Theory, Politics of Law, International Politics, International Relations, Public Administration, Public Governance and Public Policy; six master’s doctoral program in Political Theory, Chinese and Foreign Political Institutions, International Politics, Public Administration, Public Governance and Public Policy, and E-governance; one authorized Mater degreeprogram in Public Administration (MPA); and undergraduate programs in Politics and Administration, International Politics, Public Administration, E-Governance, etc. The Political Theory at Jilin University is one of the State key disciplines. The first-level disciplines in Political Science and Public Administration at Jilin University became key disciplines of both “985 Project” and “211 Project”. Outstanding FacultyCurrently there are seventy-two faculty and staff in total in College of Public Administration, fifty-one of whom are regular and activeprofessional teachers, including twenty-one professors and eighteen doctoral advisor. The faculty of College of Public Administration has become a well-received academic team with great domestic influence, strong innovationcapacity and good team spirit.High-quality Talents CultivationOne of the basic principles of development upheld by the college is “Student Foremost”. In the past 30 years the college continuously emphasized on the cultivation of talents, and provided a large number of qualified personnel. There are not only academic elites such as Yangtze River Scholar Distinguished Professorsentitled by Ministry of Education, one national winner of “the New Century Million Talents Project”, winners of “the National Outstanding Doctorate Dissertations”, “Cross Century Talents” and “New Century Outstanding Talents” entitled by Ministry of Education, etc., but also a lot of senior Party, political and Military cadres, and backbone elites in all kinds of occupations. Currently School of Public Administration annually enrolls about 140 undergraduate students, 70 master students, 120 MPA students, and 40 PhD students. The scale of students is relatively stable. In the meantime, the quality of cultivationimproves steadily. Strong Capacity of Scientific ResearchThe faculty of School of Public Administration has undertaken high-level research projects and has generated significant research findings, which were highly rated by domestic academia and have won many important awards. As the principal expert, the faculty of School of Public Administration has undertaken 7 major projects of “the National Social Science Foundation” and Ministry of Education’s key projects of Philosophy and Social Sciences, which stays at the forefront of the same discipline among Chinese universities. The faculty has published a series of articles in Social Science in China, Cass Journal of Political Science, and high-profile journals with SSCI impact factors. The college has collected almost all the major rewards in the area of humanities and social sciences, such as the “Five One Project” Award of the Propaganda Department of CPC Central Committee, the Scientific Research Award of Chinese Universities (Humanities and Social Sciences), the National College Excellent Teaching Material Award, etc. Particularly, our faculty has won 13 rewards of the Scientific Research Achievement Award of Chinese Universities (Humanities and Social Sciences), and has got 7 consecutive winning since the award was set up. The four research institutes relying on School of Public Administration, including Research Center of Social Justice and Governance at Jilin University, Research Center of Chinese Local Government Innovations at Jilin University, Research Institute of Northeast Asian Geopolitical Economics at Jilin University, and Anticorruption Research and Education Center at Jilin University, were all selected into the key research bases of philosophy and social sciences in Jilin Province, which serve as the important platforms of conducting academic studies. Active in Academic ExchangeSchool of Public Administration has conducted extensive academic exchange with domestic and foreign academic circles of political science and public administration. Faculties have been to Harvard University, Cambridge University, Humboldt University of Berlin, Queen’s University, Sapienza University of Roma, Waseda University, Korea University and other famous universities to pursue academic exchange. Meanwhile, experts were invited from Harvard University, University of Chicago, National University of Singapore, etc. to Jilin University to give lectures, academic reports and symposia. The International Conferences on Social Justice and Governancehosted by the School of Public Administration have generated brand effect. The School of Public Administration has organized the Research Workshop on Chinese Politics, the Workshop on Political Theories and Public Affairs, and the For the Public Forum, which received favorable responses in the academia. Many students of the college have been assigned to study abroad at world-famous institutions such as University of Chicago and Duke University, etc. Meanwhile many undergraduatestudents have been assigned to study at famous domestic institutions such as Peking University, Tsinghua University, and Fudan University, etc. Every year the college admits visiting students from other institutions such as Shandong University and Lanzhou University. The foreign students from United States, Canada, Japan, Korea and other countries brought vitality to our academic research and teaching activities. The national workshops on research methods of political science given by invited American experts were well received by the academia especially the young fellows. And this effort played a significant role in advancing the scientization of academic research in political science and public administration.  Remarkable Achievements in Social ServicesSchool of Public Administration has actively cooperated with national sectors, local departments and social circles, and strengthened its awareness and functions of socialservices. The college has accomplished more than 20 research projects entrusted by Ministry of Foreign Affairs, State Department of Science and Technology, Compilation and Translation Bureau of the CPC Central Committee, State Nationalities Affairs Commission, Institutional Organization Commission of China, National Population and Family Planning Commission, Jilin Provincial Party Committee, Jilin Provincial Government, Jilin Provincial Discipline Inspection Commission, etc., which highly praised our consulting reports and adopted many recommendations. The School of Public Administration has collaborated with Chinese Academy of Personnel Science, Compilation and Translation Bureau of the CPC Central Committee and Jilin Provincial Discipline Inspection Commission and established several researchinstitutes to provide good platforms for socialservices. Among these research institutes, the Anticorruption Research and Education Center at Jilin University was selected into distinguished think tanks of colleges and universities in Jilin Province. The School of Public Administration also seized the historic opportunity of massive cadre training and conducted civil servant training, therefore contributed to upgrading the quality and competence of civil servants. Besides, the experts from School of Public Administration have served as the decision-making consulting committee members of Jilin Provincial Party Committee and Jilin Provincial Government to actively promote the development of local politics, economy and society.    Excellent Academic FacilitiesSchool of Public Administration offers fine equipment for teaching and research. Now there are two reference rooms of professional books and periodicals. There is also a Public Administration Laboratory Center, divided into E-Governance Laboratory, Case Study Laboratory, MPA Multimedia Classroom and MPA Discussion Room. Following it principles “founding on disciplines, prosperity in academia, student foremost, and study for application”, School of Public Administration will continue to strengthen its awareness of quality, innovation, and openness, and endeavor to develop into one of Chinese first-class research colleges with international influence.
